Pothole & Street Issues at Intersection Of Folsom St & 4th St

This intersection has been in this post apocalyptic state for close to a year. It is decimating my car. I suspect the city will be liable for damages from drivers if it doesn't address this issue. Is there a reason why the road at this intersection is so horrendously bad?
