Encampment at 2813 18 Th St

There is a constant presence of a tent city on this block or the next one; they switch off. It's incredibly disruptive, taking up almost the entire sidewalk and leaving no room for strollers, disabled, families etc to pass. Something needs to be done here that's more sustainable.
