Abandoned Vehicles at 1370 12th Ave Inner Sunset

Hello this is not an abandoned car but the homeowner continues to paint lines on the street as shown in the photo over and over no matter how many times the city comes and paint them over I would like to do the same at my house down the street and would like to know what permit to get as it looks like it’s legal as he keeps doing it now and nothing is do anymore ...... Thank you
