Blocked Pedestrian Walkway at 429 Beale St

I reported these two tents blocking the sidewalk 3 days ago. There are 2 people who are now sleeping on the sidewalk next to the tents. The woman is wearing VERY little and has a VERY foul odor. Both of the people have food and garbage strewn all over the sidewalk. People are stepping over the garbage while trying to step around the tents. PLEASE come out and help them; or at least send DPW out to power wash the sidewalk and move these people inside long enough to get a hot shower and a hot meal.
