Blocked Pedestrian Walkway at Intersection Of 25th St & San Jose Ave

It may appear that there is room to get by in this photograph but at different times during the day they are lying down and spreading out and being very loud and intimidating and my partner in a wheelchair does not want to have to navigate this please don't tell me there's enough room to get by if you were a woman in a wheelchair you would not want to do this either. Your policy is more considerate to homeless people then it is to the handicapped and disabled community.
