Noise Issue at Intersection Of Laguna St & Oak St

The traffic light is making extremely loud noise every 2-3 minutes. It started around midnight on Friday night. When traffic light turned red on Oak street Eastbound traffic, it started with loud noise. ( sounds like signals for the blind)
