Encampment at 144 Albion St Mission District

1 possibly 2 individuals set up an encampment approx 3 weeks ago. One of the individuals has had 2 or 3 suspected mental episodes with intense yelling, smashing and breaking of items collected like tvs and electronics. There is also suspected heroin use within the shelter, although not confirmed.
