Flooding, Sewer & Water Leak Issues at 47th Ave & Cabrillo St Richmond District Sf

Even before current rain, water has been steadily coming out of these 4 circular holes in the southwest middle of the intersection. I see PUC items nearby but haven't seen anyone working today.
