Noise Issue at 691 Eddy St Tenderloin

Intrusive, pervasive throbbing, humming noise and vibration that can be felt throughout apartment with windows closed and ear plugs in. Makes working from home untenable. Have interacted with manager who says they turn it off at 10 pm but that is rare and it often goes all night when noise is most exposed. Brenda's pandemic closure allowed determination of difference between the two. Long term issue. Fixed loud rattling a month ago. Have been cited before. Jonathan Piakis is aware.
