Abused, misused, damaged and neglected public street tree is a declared Public Nuisance perpetrated by dysfunctional public officials within the criminally dysfunctional Department of Public Works. NO ONE IS ABOVE THE LAW OR HAS RIGHTS THAT EXCEED THE RIGHTS OF OTHERS - NO ONE! If Urban Forestry is incapable of fulfilling its duties this must be assigned to others who will comply with the law.
