Blocked Pedestrian Walkway at 1310 Minna St

Revel scooters get to park on sidewalks, in front of peoples garages and take up meter parking spaces causing cars to not be able to park. And while these scooters park all day for free, and in places where residence would get tickets, Revel do not get tickets, because they have a contract with the city. What do you call that?
