Pothole & Street Issues at Skyline Blvd & John Muir Dr Lakeshore Sf

When heading south on Skyline Blvd towards John Muir Drive at the traffic light. There is a left turn lane, two straightahead lanes and to the far right is a merge lane. To the right of the merge lane is another lane that just goes nowhere but people bypass that when the lights red and fly through at 40 to 50 miles an hour. I’ve almost been hit there twice. Is there any way a concrete barrier could be put there and eliminate that Before someone gets killed. Thank you
