It undisputed that unmaintained property is vulnerable to abuse and misuse. Unkept/vandalized property is declares a Public Nuisance by law which contributes to urban blight/disorder causing urban decay. Civil codes require prompt clean up of ALL abused-misused-neglected properties. Something City officials has failed to do which is why there is widespread degradation of San Francisco.
