Business turns its longest dining table out into the sidewalk so that a disabled patron can sit with his feet out into the sidewalk, instead of along the wall and parallel to the sidewalk pedestrian flow. This blocks pedestrians, forcing them to squeeze through, and the location is hazardous already with low tree branch, dirt in a tree well, and a bicycle rack! If I parked my bike there when it they are there, you can't get thru. It's disabled ACCESS, not right of way. Room on the street side!
