Blocked Pedestrian Walkway at 226 Mullen Ave

Basketball hoop left on sidewalk 24 hours a day. Blocking pedestrian access to the sidewalk. Forces handicapped/wheelchair users into the street to go around it. Sidewalks need to be ADA compliant. Someone tripped and fell on it earlier today.
