There is a white van (license plate 41608N1) that has been parking on Linden by the jazz center for the last week. Their is a dog inside with the windows fully rolled up who is barking incessantly from about 11 PM, in the middle of the night at 3 AM and still in the morning at 6 AM. The dog is obviously in distress and the noise is waking up all the neighbors in this block. I saw the van door open this morning and talked to the occupants who were clearly drug addicts living in the van.
