Flooding, Sewer & Water Leak Issues at 625 17th Ave

Been having water come out of the sewer drains located in my driveway since 4/2/24. Had a plumber come 3 different times to unclog it but water will eventually come back up after a few days. The plumber told me a pipe in the drain seen in the photo attached needs to be replaced. I was told to request the city to help replace/fix the pipe in that sewer drain.
