Garbage Containers at 429 Beale St

Baycrest condos leave their garbage out seven days a week 24 hours a day. This picture was taken today Friday on a side entrance on Beale Street. This has been going on for a couple of years and no one seems to make them pull their garbage in. I understand they're paying fines but I don't think they let the people who live in the building know that and take it out of their homeowners funds. See if you can do anything about this.
