Flooding, Sewer & Water Leak Issues at 543 Natoma St

This location has had standing water in front of it for many months. Water is absolutely filthy. The water extends along the entire frontage of the 537 Natoma Street building although that's hard to see in the photo (hard to photograph with all the parked cars in it). This appears to be a water line and/or sewer leak. The water is always there rain or not.
