Flooding, Sewer & Water Leak Issues at 1350 6th Ave Inner Sunset

Hello, the sewer line has consistently backed up during heavy rains the past several years causing the lower floor of the house to flood. Is it possible to address this? It has caused water damage in the house. The photo shows the vent in front of the house. Thanks.
