Noise Issue at 604 Bush St Chinatown

This has been a recurring issue where Recology waste management is disruptively loud and inconsiderately collecting trash at 5am - yelling, slamming, and honking. This should only be done at the hours of 7am and 8pm as the city states working/construction/hours that involve noise should be. It's disruptive to the neighborhood. Issue still hasn't been resolved.
