Pothole & Street Issues at 397 Arlington St Glen Park

Large steel plate with raised edges on street across from 397 Arlington in front of mailbox poses a trip hazard. Has been in place for a long time. I recently tripped on it, fell, struck the curb and went to the hospital for evaluation. Can you either remove it/lower it to make it flush with pavement or mark the edges better so the hazard is more visible? I'm afraid someone will be seriously injured as it is a busy pedestrian area.
