Flooding, Sewer & Water Leak Issues at 543 Jersey St Noe Valley

I believe my neighbor at 543 Jersey Street, 94114 needs to clean out the trap of her sewer line. There is raw sewage spilling from the sidewalk in front of the house onto the street. I tried to approach her, but she ignored me. In the past, I have found her to be truculent, potentially with mental health issues. On a side note, I also worry she may be a hoarder.
