Noise Issue at 620 Jones St Lower Nob Hill

There are commercial fan/hvac/condenser systems located directly in front of the windows of residential units. I reported an issue of a (leaky/mold) condenser in the immediate front of unit 114, but there are also (refer photo) commercial fan units in front of the combined apartment (110-111) that also can be contributing to noise directly outside of the apartment(s), along with the noise created by the below restaurant. Please investigate the noise as well as the appropriateness.
