This is not obvious enough for a bus stop. Someone also parked by it illegally for several minutes, and I blame that partly on how unclear it is from a distance or from a drivers perspective that this is a bus stop. Adding a lit portion above the stop sign containing a prominent MUNI symbol and the route number would suffice if a full station is not feasible.
