Pothole & Street Issues at Intersection Of Cesar Chavez St & I 280 N Off Ramp

On the north side of Caesar Chavez St just east of Pennsylvania St, the wire for the loop detector for the traffic signal for the westbound lanes is exposed and out of the street. You can see in the picture. The exposed wire is in the crosswalk to cross CC on the east side of the intersection. It is unclear if this has impacted the functionality of the traffic signal actuation.
