Sidewalk/curb/planter has a concrete section "SFPUC/SFWD Water 20k" stamped on what is believed tobe a water meter cover. The roots of a tree are significantly uplifting the surrounding area and affecting the concrete, including lifting and cracking section stamped for water dept. This tree area is used often for disposal/relief of human and animal waste. The dirt is usually damp throughout and could be from a slow leak.
