Encampment at 1738 Ocean Ave West Of Twin Peaks

This homeless person has been encamped in front of a dialysis center for months now. Dialysis patients are extremely medically vulnerable, and must walk past his encampment before and after their dialysis treatment, endangering their safety. He claims he is too ill to move, and defacates in his little area. He is a medical hazard to all patients of this dialysis center.
