Parking & Traffic Sign Repair at 1110 Chestnut St

The sign indicating dead-end is an eyesore. It is covered in graffiti & bent. I am willing to replace at my own expense if permitted. Not sure if it should indicate "DEAD END" or NO OUTLET" or just blank?
