Pothole & Street Issues at 15 Richland Ave

Can anything be done to reduce the glare off the richland bridge in the mornings? I drive over the bridge every morning around 8:15am and the sunlight is absolutely blinding when it reflects off the road. The picture is on an overcast morning. When its full sun, it is so bright that it leaves spots in my eyes, which creates a safety hazard for me, pedestrians and oncoming traffic. Note the road is DRY in the picture.
