Advertising banners violate the D Sign Ordinance and Parklet Ordinance. The SF Community Preservation and Blight Reduction Act was enacted to reduce the number of blighted properties in neighborhoods. Blighted properties are defined as those under significant deterioration or disrepair, dilapidated or abandoned and inadequately maintained—making them an eyesore and public nuisance. The ordinance specifically focuses on conditions of blight visible from street or sidewalks. The Broken Window Theory states that blight and disorder left in place attracts other forms of antisocial activities that further destabilizes the surrounding neighborhood. When public officials and others ignore the law—there is no law, there is no order, there is no justice, and any professed civil authority is hypocritical, corrupted and worthless to the public they are paid to serve.
