City officials personally must be charged for the cost of restoration damages—for they are responsible for bring about dysfunction and unaccountable public agencies including DPW, MTA, Planning and the Police. Their collective lack of proactive public services and code enforcement cultivated/promoted a relatively small number of abusers/misusers who were permitted over many times to takeover public/private properties that resulted in widespread blight, disorder and urban decay. There is little legitimacy left with this municipality, which must be placed in receivership with federal authorities to begin the process of replacement all those in public positions who failed to fulfilling their public duties and obligations. Proactive Services and Code Enforcement is essential for effectively and sensibly preventing abuse, misuse and vandalism. It is no measure of health to be well adjusted to a floundering municipality that continues to degrade our one life on earth.
