Flooding, Sewer & Water Leak Issues at 515 John Muir Dr

Everytime I pass through this road, there's always a strange lingering smell. It smells like laundry detergent mixed with nail polish. I can't describe it perfectly but it smells of chemicals. The odor gets very strong when getting closer to the sewer grate. I circled it on the picture I provided (You will find it on the right side of the pedestrain walk as you approach John Muir Dr street from the south). I am concerned that these fumes are toxic and pose a health risk.
