Tree Maintenance at 165 Berkeley Way

Owner of this house topped their tree which is against street tree codes. It needed to be pruned, NOT assaulted and desecrated into a neighborhood eyesore. This tree is ruined because they were too ignorant and cheap to hire professional arborists. It needs to be replaced with another city tree. I already submitted this request 25 days ago and it's still "OPEN" with no improvement or progress.
