Exterior faucet leaking on apartment bldg

Clogged catch basin on Market Street across from intersection with Cuesta Court and above intersection of Elizabeth Street and Grand View Avenue. Previous cases 101001032910, 101001052266, 101001060493, and 101001095283 reported but closed the following day even though catch basin is still completely clogged. Why are these closed the day after they are submitted? What is the best way to get this maintenance item addressed? Do I need to work with my San Francisco Supervisor?

Storm drain backing up into property. We have snaked the drain from our property to the street on multiple occasions and it continues to be an issue.
