Chapter 80 (Anti-Blight Enforcement Procedure) states, "Blighted properties are those that are significantly deteriorating, in disrepair, or otherwise violate municipal codes." We must transition to a Contract City model, replacing high-overhead public staff with private contractors who must perform or be fired.
